I would suggest making a punishment appeal at (https://sagepvp.org/forum/forums/punishment-appeals.14/) and whilst that is being looked over like @Miskeep said I would suggest going into teamspeak and proving that it would actually be your brother playing.

you can usually get a note for your brothers account if you have proof he plays
