Add a /seen command

You might be thinking why a /seen command ? Well the amount of times I’ve ran into a “solos” base but ended up getting ganked by 5 people is unbelievable. This pissed me off sm to the point I don’t want to play. A /seen command would be an all and all positive as you can check when people have been on.
