Pending ability item team cooldown

Type of suggestion (teamfighting, ability item, rules, baseraiding, bugfixes, appearance) : ability item
Suggestion : if one teammate uses an ability item the whole faction gets put on a cooldown for maybe 10 seconds or so. this is because you can literally just cycle ability items to make it so someone can't play the game. this is to prevent shit like this happening everytime LOL https://streamable.com/16zxm3

I think we can do this for certain items, but definitely not all of them, that'd ruin the purpose of having a lot of items.
